The document released yesterday specified that the two sides would bid differently for up to 2 years after the JCBA, if I recall correctly. I would think it would occur at the same time, so my guess is 2 years.
The two sides will bid differently for the life of the JCBA IF there is a JCBA.
Parallel tracks, what I've been saying they should have agreed to long ago. But people kept saying the company would never go for that. Well, here we are.
And to answer the question, ISL will happen about 6 months after ratification IF there is ratification.
