One reason and one reason only.. but it's HUGE.

Any LUAL Pilot who is currently flying under the LCAL side of the house has a huge advantage once the SLI is done. They are on line, in base on a piece of equipment that someone "senior" to them from the LUAL list may want.

case in point-
There is a friend of mine who is a late 99 LUAL Hire. He is currently a line holding 756 FO in EWR. He has not been recalled to LUAL (yet).
What happens once we have an ISL? There are going to be pilots who were and are senior to him on his (old) LUAL list.. but have not yet been recalled.
Aren't recalls based on vacancies? What happens when pilots get recalled to a position that isn't what they want or could/should be able to hold? And there are pilots junior to them sitting in a BES they want?!

Also, how long will it take to recall and get every trained? That is, everyone who wants to come back.

Once we have an ISL, we will open up the next new can of worms.

While it's been stated that those LUAL Pilots who accepted (or refused) a position on the LCAL list will have no bearing in the SLI, there's going to be no mistake that those who accepted a position will actually end up in a better position than those who refused... and maybe even some who were never furloughed!

What happens next Spring when we have a list.. and you have 10 EWR (NYC) 756 FO Vacancies? Do all active pilots get to bid that or do 10 returning Furloughs get to bid that?!
Remember, they have stated "no flush bid"..
It'll be sometime 2014 and probably 2015 before this all sorts itself out.

Gonna be fun to watch~
