And to answer the question, ISL will happen about 6 months after ratification IF there is ratification.

If the memo yesterday with the blurb about two years of parallel bidding is any indication, it sounds to me like they're considering at least two year fences. But of course, none of this has been "officially" discussed yet since the SLI committee hasn't "officially" met, and the above is just my speculation, not anything I "heard".
