There's no way to answer that question. JCBA negotiations are in the end game, but still no TA. I'm hearing TA by the end of summer? Then a month of road shoes and a vote. Will the TA pass? Your guess is as good as mine. I give it a 60/40 chance of passing. IF is passes, then SLI negotiations begin. (If it fails, back to the table for a few months). I believe the timeline for SLI is 9 months (Nevets will say for sure). That process is going to be ugly. As for fences, I seriously doubt they won't exist. I would think at least 18 months. I'd like to see a few years. Even when they come down, there won't be a system wide bump/flush bid, people will only be able to bid open vacancies.
