Maybe Airtran wants to use ERAU as ATPD (Air Tran Pilot Development). With low timers in the planes the union is weakened. That's how Mesa makes it's money off of MAPD.
Even with all the support of low timers that is out there the reason you give is an excellent one not to have them.
