That's what I heard, too many Majors not enough jobs. I don't know if its being advertised but I do have a friend that just took it.
Back around 2005ish the Navy offered a pseudo VSP whereby guys basically put in bids for what they would be willing to take to walk away, and the Navy accepted/rejected. Like a reverse auction.
