Oh trust me I agree. I believe they should all be open for takeoff and landing every single time. But FL made or makes a PA saying all window shades must be up for takeoff and landing, I just don't think our FAs do that unless I'm totally zoning out when riding in the back (very very possible, or I'm playing with my ipho... sleeping )

Let me look in their book...... ... ....... okay, according to the On Board Manual 7.2.57 it just says passengers may keep window shades closed for takeoff and landing. They should be open if there is an emergency. And in warm weather encourage passengers to close shades and open air vents when at the gate.

So I guess we don't require it normally. Good to know. I've wondered about that too before.
