I have not seen that announcement. I was basing my statements on the correspondence sent out by t Dixon and Crew resources.
I do no that on 28 June 2013(4 days ago) Steve Dickson stated in his Delta Flight Ops weekly update that " Our Crew resources team is currently analyzing our staffing needs for the next 18 months" pair that with the Crew resources letter dated July 2013 which says " we are posting a bid now to ensure we have the required staffing for 2014" in reference to June 2013 bid.
It seems to me both parties are clearly stating that manning is good for 2014. In June Dickson says crew resources is looking at manning and in July crew resources say the June bid set us up for 2014. Now with that said I could be missing the correspondence you are referencing above.
