With regards to the passengers, 911 callers, and others saying that help did not arrive quickly, I suppose it would be correct to say that the CFR people--from across the nation--will have some lessons to learn from this accident and the response. The possibility of a passenger being struck would be just one of many items on the list.
At first glance, it would appear that there simply weren't enough first responders for the amount of casualties, and perhaps they did not correctly prioritize their actions.
