Who's going to pay for that? It's no different than any natural disaster or other calamity...it takes time for large numbers of responders to arrive.

Why not just mandate that every 121 airport has a fully-staffed hospital on-site with enough operating rooms and ICU beds to accommodate ever pax on the largest aircraft which serves the airport?
