At first glance, it would appear that there simply weren't enough first responders for the amount of casualties, and perhaps they did not correctly prioritize their actions.
In all fairness, let's consider the dynamics involved in this accident. As everyone who has flown into SFO knows, it's a l-o-n-g way from the CFR facility to the approach end of the runway 28 complex. Perhaps medical personnel, coming from the main terminal area, didn't have all of the information they needed as to the number of injured personnel or perhaps there should have been additional assets. That will unfold in the investigation.

We live in a world where the social media has a huge impact. Imagine just surviving a horrific crash and possible being in a state of shock and getting on your cell phone to describe the carnage you see before you. Once that hits the mainstream, stories get blown out of proportion and exaggerated.

I'm not saying that First Responders couldn't have done more and sooner but let's put things in perspective and then change what procedures need to be changed.

Thanks,
