Cost of any on-site first response large enough handle a 747 (or A380) crash is impossible.
Through my career I have worked closely with several airport fire departments in the US in various disciplines (SCBA, Atmospheric Monitoring and Personnel Accountability).

Generally the airports are well equipped to handle the fire aspect of a disaster, but not large volume survivor rescue and as such rely on mutual aid from surrounding departments.

Several years ago a proposal was made at a large US airport to train airline ground personal to be qualified to assist in rescue and the cost would be as little as the cost of training, a few transport vehicles and associated equipment.
That proposal was squashed in no time by the unions.
