I'm sure you meant "meet the competitive minimums." No one gets hired at the actual DL minimums. 4000 hours was the lowest any civilian got called with last round- TPIC was highly competitive but not 100% required (in my newhire class, we had a senior ASA FO who was also a DL FA at the same time). That will likely remain to be the low end threshold. Military of course have a separate scale of competitive times due to the nature of their career path.
