It's 1/3 or 12 or the remain slots after the compass/XJ flows, so 20 a month = 0 Pinnacle pilots. They would have to hire at least 65 pilots a month to get 12 SSP guys. 65 - 20 - 9 = 36 * 1/3 = 12.
