DL really likes the 60/40 CIV/MIL mix. I'd be willing to bet they are going to do what they can to try to achieve that. It actually bodes worse for the non flow/guaranteed agreement civilian guys than it does for the mil types.
A very true and accurate statement. They can loophole it in a way that best fits them, and hey, why not? It's their company.
