I was a line guy almost 20 years ago and we would hot fuel people. Normally EMS helicopters and Apaches, but if it was single point, we would do it.
I was an ems pilot, and our requirement for fueling with pax onboard was for the pilot to be outside the plane with an extinguisher IN HAND. Go figure.
