The reason they don't use it is because of the contract's requirement that they have to let us go home to get an overnight bag while sitting hot reserve for an overnight. With an hour and a half call-out, that could be up to 3 hours before you could show back up to the airport. Its quicker for them to just stick with normal reserves. The FAs don't have this provision and that is why they sit ready all day, every day.
If you looked through the "LBFO", you will see that the company took out that provision. Guess what they want?
