Skywest has 14 aircraft (approximately) in service for US Airways Express out of PHX (out of 325 total, or 4% of the fleet).

Skywest has, what, 3,200 pilots? Do all 3,200 Skywest pilots get A4 jumpseat priority on US Airways, or is there some way to reflect that only around 128 pilots actually operate US Airways Express flying at any one time?
