Not all.
We just had a Hawker 800 (old Flight check airplane) in our hangar and it was registered to the USMS. I'm pretty sure that MD-88 based out of OKC is a full time JPATS aircraft too.
As far as the pilots - if by contract you mean gov't GS-13, 2181 series employees then yes - there are pilots that fall into that category.
