Over the last several bid cycles, it appears they have been following a pattern of having one bid reflecting massive new hires followed by a bid with none, then repeating. Realistically, they only get 20 or so new-hires through training in a month so it's all somewhat fuzzy and I don't think there is any slowdown. The school house is running full tilt, and the current state of the airline is not really accurately reflected in any one bid due to training delays and people being held in position. They probably don't have any new hires reflected in the November bid because they haven't yet caught up with the August bid.
