I doubt if that will ever change at any company.
If a senior enough management type walks in to the hiring office and says,
"Hey, I'd really appreciate it if you took a look at this guy", then that guy is going to get a look.
It makes sense. My cousin is very high up at US Border Protection (aviation) and used to be able to make that call. Now it's a computer scoring system to get you through the first selection
