"By using aerostats instead of aircraft such as the E-2 Hawkeye, E-3 Sentry or E-8 JSTARS, Raytheon claims that JLENS is between five and seven times cheaper to operate due to reduced manpower, maintenance and fuel costs. To maintain a 30-day 24/7 surveillance effort, four to five aircraft are typically required. Each JLENS orbit requires less than half the operational manpower of a traditional aircraft- based system, and that does not include the large number of ground support personnel that are needed to keep the aircraft flying. Raytheon’s JLENS system provides an all-seeing ‘eye in the sky’ that can detect and track a wide range of threat types. It can spot cruise missiles, largecalibre rockets, low-flying aircraft and unmanned air vehicles at long range, providing good response times. The radars can also provide persistent monitoring of borders and sea lanes, tracking moving targets at sea and on land, as well as in the air."

Hopefully these are easier to "steer around" and easier for ATC to separate being as they are somewhat stationary.
