In my feeling, the fewer cables going to 10k feet the better, will be likely completely invisible, and the "mobile base platform" will need to be constantly updated when we're IFR unless they just make TFR around them or always in the center DC prohibited area. Or, just put them on charts and not move the platforms very often.
This sounds like big government at its best (worst); if these things cause one GA, military, or airliner to go down they will cause more deaths than the "surveillance" benefits.
