Can someone help me understand this apparent huge give by the UAL-MEC?

From the Transition and Protocol Agreement:
5-B-(i)-c. Pilots who, at the time of implementation of an integrated seniority list, are in the process of completing or who have completed qualification training for a new position (e.g., B-777 Captain or A-319 First Officer) may be assigned to the position for which they are being or have been trained, regardless of their relative standing on the Integrated Seniority List.

The way this was explained by the UAL-MEC, this paragraph prohibited L-CAL from publishing a bunch of Capt bids that they couldn’t train in time for the ISL. In other words, if the pilot hasn’t started training by the ISL, the bid would be cancelled and rebid under the new seniority of the ISL.


From the UAL-MEC’s explanation of the SFO 737 Base MOU:
At SLI, any positions not already trained, or not scheduled with a training date before the last day of the Nov 2013 bid period will be canceled and re-bid across the UPA merged seniority list.

Now with SFO 737 MOU, any L-CAL pilot that hasn’t been “scheduled” for training by the last day of Nov 2013 will lose their bid. So am I reading this correctly? If we get an ISL in September, that the L-CAL pilots have two more months to get scheduled for training and keep their bid regardless of whether or not the ISL gave them the seniority to hold it? That flies in the face of how the T&PA was explained.
