Sadly though there are unintended consequences. This is another nail in the coffin of the well experienced mom and pop independent part 61 CFI. Now even more pilots will be trained at the university level by a freshly minted CFI.
One thing I think will be an improvement is that flight instructors will have to stick around for more than two weeks. Unlike back in the '07 era when flight schools got absolutely decimated of experience in very short order. The damage that does to a flight school can take years to rebuild, believe me, I know!
