It's typical shady 135 stuff - dress an unqualified guy up in a uniform, throw him in the right seat, and list him on the manifest as a passenger. You don't have to pay him because he's probably some CFI or FBO ramper just happy to be sitting there. Meanwhile the passengers assume there are two qualified guys up front.
Seriously dude, meet with actual Surf Air pilots. Talk to them first before you criticize, They received a TON of applications for a flying position. All of them were hired on with no less than 1700hrs of flight time.
