You are right. The senior FO is an XJT pilot whose DOH is listed as his XJT DOH in 95 because XJT was wholly owned by CAL so he was a CAL employee, just in a different department. But he began work at the mainline in 5/99 so that makes more sense that he's only 100 numbers from a 2/01 hire on the seniority list for bidding purposes.
We have the same thing at United. If someone was hired in 1995 as a flight attendant, then as a pilot in 1999 they get credit for those years for pass travel, etc, but they weren't mainline pilots until they started at mainline, so their actual seniority is based on that.
