What's the point? He knows USAPA will never accept the Nic, and he's not about to be drug into the lawsuits by negotiating a JCBA that throws out the Nic.
Every single bad thing that has happened to the USAir East guys since the merger, is a direct fallout of their refusal to accept binding arbitration.
