I think once they announce the specifics more people will bid it. FOs would have a lot to lose if they suddenly announce a 3 year seat lock right now and then they can't upgrade.
Rather than forcing junior people into it they would probably just run a new hire class. Once no Brasilia FOs want to transition to the CRJ anymore they will put new hires into it. I assume the same would happen for the E175.
