And as you know, the popular vote doesn't elect the President. Gore's claim to victory was his claim that he won Florida. He did not. Miami Herald funded their own recount after not believing the official Florida state recount. The Miami Herald found Bush won Florida. The only way one could show Gore winning Florida was by only recounting Democrat districts and disallowing military absentee ballots. Which, by the way, was exactly Gore's case to the courts as to why he claimed he won.
