It is on step three where you select BOOK ITINERARY. The page just after selecting pass riders. The box to select payroll deduct is in the middle of the page where the red writing is located with the verbiage about prepaid charges. There is a total cost line, followed by the select payment method. I can select "payroll deduct" or "credit card"

Also, I am L-UA. Hope this helps you get to the bottom of the issue. That stinks if you have no payroll deduct option.
