I think the FAA went off the deep end with that ruling...I knew several guys who had only a CFII and did IPC's as a hobby. The FAA never had a problem issuing CFIIs to people who had no CFI-A so obviously there was an implied intent that you could use it. It had been that way forever, what changed?
The FAA changed 61.195 back in 2009. They made it so that you have to have both class & category ratings on both the pilot certificate and flight instructor certificate.
