Manuals are not done. They were supposed to be submitted to the FAA the beginning of this month but as of now, there's nobody to read and approve them at the FAA. They're still trying to figure who the initial cadre will be. Applications are being examined as we speak.
My understanding is that the initial cadre has been hand picked already. The applications for future check airman as fleet grows are under review.
