I don't interpret the IRO as the person designated as PIC
unless the PIC who signed for the flight somehow becomes unable to perform his/her duties as the PIC and the IRO is now the designated PIC.
My rule of thumb is this: if I were able to log PIC time, I would be getting paid PIC wages.
