The new airplanes going to Mesa have nothing to do with Eagle. 9 are slated for US Airways (within their current scope clause) and the 30 EJets are all for United Express.
The only carrier waiting on new airplanes that are tied up with the merger is PSA.
Your friend is either wrong about the reason (could be they are having E-Jet certification problems) or he/she doesn't exist and you are making stuff up.
Mesa has to hire to staff 39 new aircraft.
