Like C17MooseDriver said, for military pilots - just pick a conversion that you can defend and stick with it. It will likely differ by aircraft.
For everyone else, if you have to ask then it probably should not be included as PIC.
I personally threw out all other time and used 97% of my tanker time as an AC and 90% of my C-12 time. I also included my tweet solos and my team T-1 ride. Then apply the conversion per sortie. My GA time is what it is. Add it up to get some PIC number.

FWIW, I'm with you. If you've got to ask, it probably doesn't count...think about the whole "transoceanic" discussion.
I also threw out all my "Other" time (which totaled to over 400 hours). Sure, I carried the "A" code, but I don't think that while I was on the bunk snoozing from St. John's to Rota should count for much PIC. I also used 90% of all my time after becoming an AC and my tweet solo time to come up with my PIC.
Just my $0.02. It's what I feel comfortable justifying in an interview.
