Default Missing Vacation Question?

I may be missing something so was hoping someone could explain new vacation bid. On the CAL side we are bidding for all our vacation in 2014 but, only the weeks bid for first 4 months count. If awarded vacation after May, it will be put back in your bank. Which will be used in bid when all combined group will bid for vacation under old UAL bid system. My question is it seems to me like LCAL guys are using vacation allotment (in my case 5 weeks) for 16 months while LUAL are using their full allotment for 12 months? I'm sure I've missed a memo someplace so I would appreciate if someone could straighten me out on this! Thanks!
