So it would be unlikely a year's worth of people are held because that's 48 people we'd lose in decemeber that year.

This begins Jan 1, 2014. That's what the LOA says. Only confusing part is the whole thing is based off the merger, so of merger not complete by then idk if it kicks in. They've taken 5 FOs in the last month so clearly they are taking guys regardless.
ehh, i say partially incorrect. There's a clause that says something in the ballpark of "if airways taking people affects the PSA operation negatively, airways doesn't have to take anyone and their quota is still considered met."
