Seperate certificate for passenger ops. It would give AAWW the ability to have the cargo carve out for 117. As of Jan 3rd (I think) if any passanger ops are operated on the same certificate as cargo, you have to use the most restrictive rest rules.

NAA has some very nice Govt contracts (afghan airbridge). That would benefit anyone.
