It was negotiated via the 9E MEC chairman, DL, and Lee Moak. DALPA was not invited to the meetings (and my understanding is not privy to them even occurring).
The specific wording of the bridge agreement requires anyone invited to the SSP to meet all of the hiring requirements, one of which is the degree. One can only wonder the lawsuits that can come from not following the letter of the bridge agreement.
The SSP folks count toward the preferential hiring of DCI pilots.
