Maybe I missed it, but has anyone actually seen a published study of the impact of the proposed rules change? Could you point it out to us?

I have heard a lot of speculation and read an internal unpublished study and the results were mixed. There were some advantages and some disadvantages with both sets of rules. It didn't really offer a cure that some seem to think exists.
