I think there is a shoratge of high time pilots not low time pilots - that is why mins are being lowered, payscales and QOL. Look a little deeper into why certificates are down, not the surface.
There is a shortage period as stated by the stats DME provided. Your logic would be right if there was enough low timers, there's just not enough folks to go around.
