That was based off when you (or the first person from your new hire class?) passed their LOE/IOE (I can't remember which). Basically, it delayed your annual step raises a few months.
Yep, the date of pay increase was from the 1st or 15th of the month (which ever occurs first) after the first person from the class completed IOE. Many cases it was 3.5-4 months after the date of hire. This change alone will be earning everyone a significant amount more every year.
