My understanding is that even if Compass holds pilots back for the full 3 months (Endeavor has that option as well with the XJ flow pilots), they still take up the slots. This is based on the language in LOAs #9 - Compass Flow and #10 - Mesaba Flow contained in the Delta PWA. If 50 slots are to be filled in a month:
50 slots remaining
20 Compass flow pilots (even if they are held back) = 30 remaining slots
9 XJ flow pilots (even if they are held back) = 21 remaining slots
7 Endeavor SSP pilots (1/3 of 21) = 14 remaining slots
Delta will backfill from the pool for any holdbacks in order to get to 50 bodies in seats for that month. The pool could easily drain in the first few months depending upon the length of the holdback.
