No. Its because there were hundreds of Captain awards that were handed out the day before the SLI, and they have to get through those people. Even though the Award stated that anyone not in training had to be rebid, they didn't do it.
It was the company's last gasp to reward their favorite pilot group for all the waiving of the contract that they did in the past, and helping them break the union in 83-84.
