No. Its because there were hundreds of Captain awards that were handed out the day before the SLI, and they have to get through those people. Even though the Award stated that anyone not in training had to be rebid, they didn't do it.
Looks like they've got it covered. 25 captain positions filled without a vacancy bid and 37 positions reduced without a displacement bid.
