AirTran pilots can't fly Delta airplanes. AirTran operated aircraft owned by Delta aren't counted as part of the Delta fleet for scope compliance purposes.
I don't think flying the plane prior to DAL taking ownership is the issue, but a plane that is not configured for revenue operational service being counted for Scope compliance.
Section 1.28 defines "Fleet" as aircraft in service, undergoing maintenance, or operational spares.
I don't think reconfiguring an aircraft not yet in service
for revenue service counts towards that definition. It did not at NWA, but DAL might have a different history there. I hope not.
For ratio purposes if DAL pilot butts are not in 717 seats generating revenue, then neither should DCI butts be in 76 seater's doing it either.
