You are right. I'm sure it went more like: "To compete with PSA, Endeavor, etc... We propose removing your duty rigs".
Whether y'all like to believe it or not, the concessions you all agreed to has contributed to the concessionary TA that was presented to us at XJT. Same with Endeavor.
To think otherwise is foolish.
