Majority of those other regionals are working on a new contract. It would be stupid not to see what happens with the new 117 rules. PSA's contract is locked for 10 years.
So why not make a little more money, and possibly upgrade in a couple years while waiting to "see what happens".
He can always leave if he feels like there's a superior contract to be had and in the meantime he can enjoy more QoL and probably more pay than a prop airline.
It's also possible this guy lives in CLT, which would make it a no-brainer.
