I agree that if he lives in CLT, PSA might be the best option. What I don't agree with is what you said below:

This is pointless. Why should anyone keep jumping from one regional to the next? Constantly on first year pay and always at the bottom of the list.
What looks good today might not be there a couple of years from now. Get on with someone where you can have a good QOL for the SHORT time you will be there.
